Question : Scheme for Women Labourers

(a)whether the Government is contemplating to implement any new scheme to promote development of women labourers;
(b)if so, the details thereof along with the time by which said scheme is likely to be implemented;
(c)the total number of women workers in the country, State/UT-wise including Madhya Pradesh & Bihar; and
(d)the action being taken by the Government as well as the Madhya Pradesh and Bihar Governments to check the migration of women labourers from their respective States?

(a) & (b): No new Scheme is being contemplated by the Government to promote development of women labourers. However, a New Scheme Pradhan Mantri Rojgar Protsahan Yojana (PMRPY) has been initiated by the Ministry of Labour and Employment in the year 2016-17 for incentivising industry for promoting employment generation with the allocation of Rs. 1000 crore. Under this scheme employers would be provided an incentive to enhance employment. Further, Government is implementing Pradhan Mantri Kaushal Vikas Yojana (PMKVY) and running skill development programmes to improve employability in the country. These schemes/programmes are equally applicable for women workers.

(c): As per Census 2011, total number of women workers in the Country is 14,99,48,993. The number of women workers, State/UT–wise including Madhya Pradesh & Bihar, enclosed as Annexure.

(d): A multi dimensional course of action is adopted to check the problem of migration of workers including women workers. In order to generate better employment opportunities at State level, the Government has launched a number of schemes like Swarn Jayanti Gram Swarozgar Yojana, Pradhan Mantri Gram Sadak Yojana, National Work for Food Programme etc. Further, the government has also enacted the Mahatma Gandhi National Rural Employment Guarantee Act, 2005 for guaranteed employment in rural household. Besides implementation of above schemes in all the States/UTs including Bihar and Madhya Pradesh, a scheme for unorganised sector workmen including women workers called Bihar Shatabdi Unorganised Sector Workmen and Artisans Social Security Scheme 2011 has been formulated and is being implemented in the state of Bihar.
