Question : EFC GRANTS TO STATES



(a) the details of States who have been allotted/extended EFC Grants for rejuvenation of Defunct Lift Irrigation Schemes for 2002-2003 and 2003-2004;

(b) the total amount released to each State during the above period;

(c) the States which have not utilized the amount at all;

(d) the reasons therefor;

(e) whether some States who have done commendable work and utilized the EFC Grant judiciously have not been released the balance EFC Grant;

(f) if so, the reasons therefor; and

(g) the steps taken by the Union Government to release the balance amount to such States?

THE MINISTER OF STATE IN THE MINISTRY OF WATER RESOURCES (SHRI JAI PRAKASH NARAYAN YADAV)

(a) Eleventh Finance Commission has recommended a grant to Government of Karnataka for 2000-05 amounting to Rs. 55 crore for revival of the sick and defunct lift irrigation scheme as a special problem of the State.

(b) The Government of Karnataka have been released grant amounting to Rs. 41.25 crore (Rs. 11.06 crore during 2000-01, Rs. 11.06 crore during 2001-02 and Rs. 19.13 crore during 2004-05 till date).

(c) to (g) The Government of Karnataka have reported utilization of grants amounting to Rs.32.82 crore by the end of September, 2004. Further releases can be provided upon State reporting satisfactory utilization and fulfillment of other conditions as stipulated in guidelines. The state Government is required to utilize the grant upto 31.3.2005 and the balance utilized amount, if any will be transferred to Incentive Fund.
