Question : TRAFFIC PROBLEM



(a) whether the problem of traffic jam is worsening in the National Capital Territory (NCT) of Delhi;

(b) if so, the reasons therefor;

(c) the action taken by the Government in this regard;

(d) whether the Government has launched special campaign against the violators of traffic rules;

(e) if so, the details thereof during 2012-13 and the total amount collected as fine by the traffic police; and

(f) the effective measures taken by the Government to control the problem of traffic jam and educate the traffic offenders?

(a) & (b): As times during the peak hours on account of break-down of any vehicle, traffic congestions have been reported due to heavy volume of traffic. The road network in the NCT of Delhi is also affected by construction activities undertaken by various civic agencies like DMRC, PWD, Delhi Jal Board, MCD, NDMC etc.

(c ): In order to control problems of traffic jams in NCT of Delhi, the Delhi Police has prepared a Traffic Management Plan which is based on the principles of Road Safety Education, Regulation, Enforcement and Engineering Solutions.

(d) and (e): Regular enforcement drives against the traffic violators for violating traffic rules and regulations in NCT of Delhi are undertaken by Delhi Police from time to time. Prosecution details (offence wise) for the year 2012 and 2013 (upto 15.04.2013) are as under:- Year Wise Prosecution

(f): Based on the Traffic Management Plan, the Delhi Police has taken a number of steps for better management of traffic in the NCT of Delhi.

During the past few years Road Safety Cell of Delhi Traffic Police has been organizing road safety awareness campaigns with more vigour and in a wider perspective touching each and every issue related to road and transportation as well as traffic and addressing every category of road users.
