Question : Setting up of AIIMS under PMSSY

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) the present status of implementation of Phase III of PMSSY in the country;
(b) whether it is a fact that 75 existing institutions are likely to be ugraded to provide AIIMS like service in the country, if so, the details thereof, State/UT-wise;
(c) whether a new AIIMS for the State of Karnataka is under active consideration of the Government, if so, the details thereof;
(d) the details of the medical colleges being opened in the Aspirational Districts of the country, including Karnataka, State/UT-wise;
(e) the number of medical colleges opened with Central financial assistance so far in Karnataka, districtwise; and
(f) whether Government of Karnataka has requested the Union Government to upgrade the ESI Hospital in Gulbarga to AIIMS, if so, the action being taken in this regard?

(a:) Under Phase III of Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), thirty-nine (39) up-gradation projects in existing Government Medical Colleges/Institutions (GMCIs) were approved. Out of these, 26 projects have been completed.
(b): Since the inception of PMSSY, 75 up-gradation projects in the existing GMCIs in various parts of the country, have been approved by Govt. of India. State/ UT-wise details of approved projects are at Annexure-I. The up-gradation of medical colleges under PMSSY broadly involves setting up of Super Speciality Block /Trauma Centre for augmenting the tertiary health care services and improving the quality medical education.

(c): Government of Karnataka has offered a site at Hubli- Dharwad for setting up of AIIMS in Karnataka. The site offered by the State Government has been inspected by a Central Team.

(d): The Ministry of Health & Family Welfare is implementing a Centrally Sponsored Scheme (CSS) namely ‘Establishment of new Medical Colleges attached with existing district/referral hospitals’ with fund sharing between the Central Government and States/UTs in the ratio of 90:10 for NE/Special Category States and 60:40 for other States. A total of 157 medical colleges have been approved in three phases of the Scheme, including 40 in Aspirational Districts. List of 40 Medical Colleges approved under the scheme in Aspirational Districts is at Annexure-II.

(e): Under Phase-III of the CSS, ‘Establishment of new Medical Colleges attached with existing district/referral hospitals’, four districts namely, Chikkamagaluru, Haveri, Yadgiri and Chikkaballapura in Karnataka have been approved for establishment of new medical colleges at an approved cost of Rs.325 crore each to be shared between the Centre and the State Government of Karnataka in the ratio of 60:40. Funds to the tune of Rs.50 crore have already been released as first installment of Central Share to the State Government of Karnataka for each of these four medical colleges.
(f): Government of Karnataka had earlier requested this Ministry to upgrade the ESI Hospital in Gulbarga to AIIMS. The proposal was however not agreed to.
