(a) Under National Rural Drinking Water Programme (NRDWP) the execution of rural drinking water schemes is done by the State Governments. The schemes to be taken up for implementation are approved by the State Level Scheme Sanctioning Committee (SLSSC) .Ministry of Drinking Water and Sanitation does not approve the drinking water projects/ schemes to be taken up in the States. However, States enter the information relating to drinking water supply projects on the Integrated Management Information System (IMIS) of this Ministry. State-wise details of ongoing schemes as reported by States is at Annexure-I.
(b) State-wise funds allocated, released and spent for the drinking water schemes during each of the last three years and the current year is at Annexure-II.
(c) This Ministry has instructed the states to complete the schemes which are at advance stage of completion in the following order:
i. 100 % physically completed but financially incomplete
ii. More than 75 % but less than 100 % physically complete
iii. More than 50 % but less than 75 % physically complete
iv. More than 25 % but less than 50 % physically complete
While doing so, priority is to be accorded by the states tocomplete the schemes meant for Arsenic / Fluoride affected habitations, Piped Water Supply Schemes in Sansad Adarsh Gram Yojna (SAGY) Gram Panchayats (GPs) and Verified Open Defecation Free (ODF) villages.
(d) & (e) Does not arise.
(f) Rural Drinking Water Supply is a State subject and states have been empowered to plan, sanction and implement the rural water supply schemes in the states. However, this Ministry earmarks 10 % of the National Rural Drinking Water Programme (NRDWP) annual allocationfor rural tribal areas. In the state of Odisha, there are 57,432 tribal concentrated habitations as reported on IMIS. Out of this 47,351 are Fully Covered, 9,358 are Partially Covered and 723 are Quality Affected as on 14.11.2016.
