Question : APPOINTMENT OF EXPERTS IN CULTURAL INSTITUTIONS



(a) whether the Government has decided to adopt the policy to appoint experts in cultural field as administrators in the cultural institutions instead of civil servants;

(b) if so, the details thereof; and

(c) the names of the institutions where civil servants have been appointed as administrators at present?

(a) to (b): It was decided to institute Search-cum–Selection Procedure in order to induct professionals to the posts of heads of 8 Attached and Subordinate Offices under Ministry of Culture. The Organizations are:-

1. Archaeological Survey of India (ASI)
2. National Museum (NM)
3. National Library (NL)
4. National Archives of India (NAI)
5. Anthropological Survey of India (AnSI)
6. National Research Laboratory for Conservation of Cultural Property (NRLC).
7. National Gallery of Modern Art (NGMA)
8. Central Reference Library (CRL)

The Recruitment Rules attached to the posts of Heads of these Institutions were taken up for revision in consultation with DoPT and Ministry of Law.

The Post of Director General, Archaeological Survey of India has since been filled as per the revised Search-cum-Selection procedure, while the process has been set in motion for filling the posts of Director General, National Museum; Director, National Library and Director General, National Archives of India. The Recruitment Rules for the post of Director, Anthropological Survey of India are under revision for institution of a Search-cum-Selection procedure.

(c): 7 of the 8 posts mentioned above are held by professionals. Only the post of Director General, National Museum is being held on ‘additional charge basis’ by a Joint Secretary level officer from Ministry of Culture.
