Question : MONITORING MPLAD SCHEME



(a) the details of guidelines for conducting physical monitoring of works executed under MPLAD Scheme;

(b) the outcome of the physically monitoring work carried out during the last three years and current year;

(c) the criteria for selecting districts for monitoring and the names of districts and States selected in this regard during the current year; and

(d) the reaction/response of the State Governments and District Authorities on the circulars/clarifications issued for effective implementation of the MPLAD Scheme?

(a) The details of guidelines for conducting physical monitoring of works executed under the Member of Parliament Local Area Development Scheme (MPLADS) are at Annexure-I.

(b) In their overall assessment of the Scheme, the NABARD Consultancy Services (NABCONS) has reported that the MPLAD Scheme is a unique scheme having the characteristic feature of decentralized development and has resulted in the creation of fairly good quality assets, which has had an overall positive impact on the local economy, social fabric and feasible environment. However, it has found certain shortcomings in the implementation which inter-alia include: non-permissible works, diversion of usage of MPLADS assets, encroachments of assets, poor-maintenance, poor scrutiny of works relating to Trusts/Societies/NGOs, delay in sanctioning and execution of works, non-erection of plaques, lack of inspection of MPLADS assets by the District Authorities, etc.

(c) The districts selected in the different phases are based on the broad parameters that more districts be selected from larger states and the districts selected in a phase would not generally be contiguous so as to get variation and mix of different districts. The list of districts selected for the current year is at Annexure-II.

(d) The State Governments and District Authorities are to comply with the circulars/clarifications issued from time to time by the Ministry.
