(a)&(b) Ganga Flood Control Commission (GFCC) was set up
in the year 1972 for dealing with the flood problem of river Ganga
and its tributaries passing through the states of Bihar, Uttar
Pradesh, West Bengal, Madhya Pradesh Rajasthan, Haryana, Himachal
Pradesh and Delhi. The functions of the GFCC inter-alia included
preparation of comprehensive plans and examination of the schemes
prepared by states to tackle the problems of flood, erosion and
drainage in the Ganga Basin.
(c) &(d) No report has recently been submitted by GFCC. However,
the GFCC prepared comprehensive plans for flood management for all
the river systems for the Ganga basin by the end of the year 1990
and circulated them to all concerned states for taking up follow up
actions on the recommendations made in these plans. Both long term
and short term measures have been suggested for tackling the flood
problems in these river systems. These mainly included measures
like flood moderation reservoirs, construction of embankments along
the banks of rivers in the spilling reaches, improvement of drainage
system, anti-erosion works for protection of important towns,
villages and other vital installations and communication lines
against erosion, watershed management and non-structural measures
like flood proofing, flood plain zoning and flood forecasting etc.
The detailed investigation and framing of the individual schemes and
its execution based on the recommendation made in these plans are
the responsibility of the concerned State Government. The State
Governments are taking action/implementing the schemes as per their
priority and availability of funds for the purpose.
