Question : Accident Prone Areas

(a) the details of the black spots identified by the Government on the various National Highways across the country including the reasons thereof, State-wise;

(b) the details of the accidents that have taken place at each of these black spots during the last three years along with the action taken to remove these black spots;

(c) whether the fixing of the accidental black spots on the Highways and other roads has brought down the number of deaths in the road traffic accidents in India; and

(d) if so, the details thereof for the last three years, State-wise?

(a) to (d) The Ministry of Road Transport and Highways had requested thirteen States with the highest rate of accidents and fatalities in the country (that account for 90% accidents and fatalities in the country), were requested to identify the top 25 black spots. The details of such black spots provided by the respective States for the calendar years 2011, 2012 & 2013, the identified blacks spots is at annexure I. The short term remedial measures have been completed for most of the black spots identified and this has brought down the fatalities as can be seen from Annexure-I. Subsequently, this Ministry requested all States/UTs to provide information of black spots on NH’s having 10 or more fatalities. On this basis, the details of black spots and number of fatalities on National Highways in different states/UTs along with reason during 2011, 2012, 2013 & 2014 is given at Annexure-II. The reasons for accidents on the black spots include heavy traffic, narrow roads, absence of dividers, unauthorised cuts in the median, lack of pedestrian facilities, etc. The Ministry has asked all agencies responsible for the maintenance of the NHs to look into the causes of frequent fatalities at these spots and also to institute appropriate remedial measures.
