Question : Centre-State Relations

(a) the salient features of the report submitted by the Commission on Centre- State Relations headed by Justice Punchhi in 2010?

(b) whether any consultation process between Union and the States via Inter-State Council for legislation on concurrent subjects have started during last three years?

(c) if so, the details thereof; and

(d) whether any Commission would be appointed to revisit distribution of Centre-State powers in view of objections raised by various States on the legislations relating to electricity, agriculture etc. and if so, the details thereof?

(a) : The Commission submitted its report in 2010 in 7 Volumes containing 273 recommendations covering following broad subjects:
• Evolution of Centre-State Relations in India
• Constitutional Governance and the Management of Centre-State Relations.
• Centre-State Financial Relations and Planning.
• Local Self Governments and Decentralized Governance.
• Internal Security, Criminal Justice and Centre-State Cooperation.
• Environment, Natural Resources & Infrastructure.
• Socio-Economic Development, Public Policy and Good Governance.

(b) & (c) : No Such process has stented through Inter- State Council.
(d) : At present, there is no such proposal.
