Question : IMPLEMENTATION OF ACP SCHEME IN DEFENCE MINISTRY



(a) whether `Assured Carrier Promotion` Scheme (ACP) is applicable to the employees working in the Ministry of Defence especially at Armed Forces headquarters like that of Central Government employees;

(b) if so, the details thereof;

(c) whether the aforesaid scheme is also applicable in respect of promotion from the grade of Private Secretaries working in Armed Forces headquarters;

(d) if not, the reasons therefor; and

(e) the steps proposed to be taken by the Government to implement the Scheme so as to bring Private Secretaries of Armed Headquarter at par with their counterparts in Government of India?

(a) Yes, Sir.

(b) The ACP Scheme envisages grant of first financial upgradation after completion of 12 years of regular service and second financial upgradation after 24 years of regular service based upon the conditions as specified by the Department of Personnel and Training.

(c) Yes, Sir. Private Secretaries of AFHQ Service who have earned only one promotion in their career are eligible for grant of one financial upgradation under the ACP Scheme.

(d) Does not arise.

(e) The benefits of the ACP Scheme are to be extended to the Private Secretaries of AFHQ in accordance with the clarifications/advice rendered by Department of Personnel and Training.
