(a) & (b) Ministry of Environment, Forests and Climate Change (MoEF & CC) has been supplementing the efforts of the State Governments in abatement of pollution of identified polluted stretches of rivers under the Centrally Sponsored Scheme of National River Conservation Plan (NRCP) under MoEF & CC on cost sharing basis between the Central and State Governments. Under NRCP, works for abatement of pollution of 6 rivers in 13 towns in Tamil Nadu, including projects for abatement of pollution for Vaigai River in Madurai and Cauvery River in Tiruchirapalli have been sanctioned at a total cost of Rs. 905.78 crore. Against this, Central share of Rs. 623.65 crore has been released to Government of Tamil Nadu (GoTN) for the sanctioned works, including for Madurai & Tiruchirapalli.
A proposal for linking of Cauvery to Agniyar, South Vellar, Pambar,Manimuthar,Vaigai and Gundar at an estimated cost of Rs.5166.00 crore was received by Central Water Commission (CWC) under Flood Management Programme (FMP) .The above proposal was returned by CWC as it does not satisfy the conditions of FMP guidelines. The scheme is now being considered as Irrigation project and it is proposed to be implemented in phases and for Phase-I, a concept paper for the ‘Excavation of link canal from Cauvery (Kattalai Barrage) to South Vellar’ has been prepared by GoTN for an amount of Rs.7840.87 crore for submission to CWC. The proposals for Repair, Renovation & Restoration of Water Bodies have been received from the Government of Tamil Nadu by CWC benefitting Sivaganga and Ramanathapuram districts. The details are at Annexure-I.
(c) & (d) The Government of Tamil Nadu has already taken up initiatives in carrying out rivers cleaning and de-silting process. The details of the projects are as under:
1. The Government of Tamil Nadu have accorded Administrative Sanction for Rs.604.77 crore for restoration of Cooum River.Accordingly, Rs.93.57 crore has been sanctioned for 9 works viz., Restoration from Cooum mouth to Paruthipattu, Restoration of North Branch of Cooum, Annual Maintenance of Cooum mouth, Fixing Boundary stones and Biometric assessments.
2. Rehabilitation and restoration of the flood damaged Adyar and Vegavathy rivers in Kancheepuram District has been sanctioned for Rs.23.50 crore.
3. Eviction of encroachments, removal and conveyance of debris, widening of river by shifting bunds, demarcation of boundaries, fixing boundary pillars and providing barbed wire fencing to the boundaries of the Adyar River within the Chennai limit have been sanctioned for Rs.9.00 crore.
4. M/S.WAPCOS Ltd. has been engaged as Consultant by Government of Tamil Nadu for the preparation of Detailed Project Report, Rapid Environmental Impact Assessment Study etc.,for desilting of Vaigai, Pechipparai, Mettur and Amaravathy Reservoirs and Srivaikundam Anicut.
5. Out of the 11,131 water bodies of WRD, in Tamil Nadu notified in the District Gazette as on 15.12.2017, silt has been removed in 4,337 water bodies and a quantum of 1,41,14,996 cubic metre silt has been provided to 95,414 beneficiaries comprising of farmers, potters and public. This scheme facilitates desilting of water bodies involving Public Participation.
6. A sum of Rs.100 crore has been sanctioned during 2016-17 for Kudimaramath-Water Bodies Restoration with Participatory Approach. Under the scheme, 10% of the estimate cost is borne by the User Association or Ayacutdars, in the form of labour or material or cash. The execution of works is done on nomination basis through Water Users Association (WUA) or the Farmers’ Organisation or the Farmers’ Council or ayacutdars. Out of 1519 works, 1513 works have been completed and 6 works are dropped. 2065 Kudimaramath works have been sanctioned at an estimated cost of Rs.331.68 crore during the year 2017-18. Desilting of water bodies is one of the components under this scheme which is being accomplished by involving the Water Users Associations and ayacutdars.

2. 19 760.30 Sivaganagi District The 28 proposals have been approved by the Empowered Committee in its 3rd meeting held on 17.12.2014 at MOWR, New Delhi. Central Assistance for Rs 4.0956 Crore under PMSKY – Har Khet Ko pani has been released by MoWR, RD & GD.
