(d)&(e): As per the Report of the Working Group on Coal and Lignite for formulation of XIIth Five Year Plan (2012-17), the total demand of coal in the terminal year of XIIth Plan (2016-17) was assessed at 980.50 million tonnes and the actual domestic supply was estimated at 795 Mte. As per the Working Group report on Coal & Lignite for 12th Plan projections, the gap between demand and domestic supply in 2016-17 was estimated to be in the range of 185-265 Mte.
In view of persistent demand supply gap, the import of coal has been kept on Open General License (OGL). Consumers are free to import coal from the source of their choice as per their contractual prices on payment of applicable duty. At the same time, in order to increase domestic production the focus of the Government is on increasing domestic production. To that end, efforts have been made by the Government to meet the target of domestic coal production which include efforts to expedite Environment & Forest clearances, pursuing with State Government for help in expediting land acquisition and coordinated effort with Railways for movement of coal. Steps have been taken by Coal India Ltd. and its subsidiaries to augment coal production which includes capacity addition from new projects and use of mass production technologies. An action plan has also been drawn by CILin this regard to achieve production of 1000 Mte by 2019-20.
