MINISTER OF STATE FOR DRINKING WATER AND SANITATION (SHRI RAM KRIPAL YADAV )
(a) The Ministry of Drinking Water and Sanitation under the National Rural Drinking Water Programme (NRDWP) provides financial and technical assistance to the States to provide drinking water to the rural population of the country. Under the programme funds are allocated to the States/UT under a pre approved criteria as per NRDWP guidelines which is as below:

(b ) and (c) Some States have requested for allocation of more funds under NRDWP. However, under the National Rural Drinking Water Programme (NRDWP) guidelines there is no provision for allocation of funds other than what is done at the beginning of the year. However, States can claim additional/third installment of funds which is released to the States at the end of the financial year from the available unspent funds under the programme, based on the demand and spending capacity of the State.
(d) and (e) Some States like Rajasthan , Telangana , Maddhya Pradesh have for requested for financial assistance to this Ministry for providing drinking water to rural population for amounts which are disproportionate to the funds allocated to this Ministry under the National rural Drinking Water Programme (NRDWP) and hence beyond the capacity of the Ministry to agree to .
Under the National Drinking Water Programme (NRDWP) , the targets regarding coverage of habitations and the schemes/projects to be undertaken during a year are decided mutually based on the allocation of funds to the States during Annual Action Plan meetingsat the beginning of the year. The targets regarding coverage of rural habitations with drinking water supply and other activities to be undertaken are based on the allocation of funds to the States and hence there is no mismatch between requirement of funds for implementation of the programme and the funds providedto the States.
