(a) the number of houses sanctioned/built/allotted in the country including Ratnagiri-Sindhudurg, Ramtek-Nagpur districts of Maharashtra, Dadra and Nagar Haveli as well as Daman and Diu, Haryana, Jharkhand, West Bengal and Mangaldoi Parliamentary Constituency of Assam including North Eastern States and other States under Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) during each of the last three years alongwith the present status thereof;

(b) the number and percentage of houses built/constructed in the country since 2018 and the current year along with the details of funds sanctioned, granted, allocated and utilized under this yojana during the said period, district and State-wise including Maharashtra;

(c) the number of houses likely to be built in the coming years, State/district-wise;

(d) the total number of houses built and allotted to the beneficiaries during the last four years State-wise including Gujarat, district-wise;

(e) whether the said yojana is lagging behind its schedule in achieving the targets fixed;

(f) if so, the details thereof, State/district-wise; and

(g) the steps taken by the Government to ensure timely allotment of houses to all beneficiaries?

STATEMENT IN REPLY TO PART (a) to (g) OF LOK SABHA STARRED QUESTION No. *186 TO BE ANSWERED ON 15.03.2022 REGARDING TARGET FIXED UNDER PMAY-G.

(a) The details of number of houses allocated, sanctioned and completed in the country including Ratnagiri-Sindhudurg, Ramtek-Nagpur districts of Maharashtra, Dadra and Nagar Haveli as well as Daman and Diu, Haryana, Jharkhand, West Bengal and Mangaldoi Parliamentary Constituency of Assam including North Eastern States and other States under Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) during each of the last three years along with the present status is given in Annexure-I.

(b) The Central Assistance under PMAY-G is released directly to the State/UT considering the State/UT as a unit. Further release of these funds to beneficiaries is done by the respective State/UT Governments. The district level data related to houses allocated, sanctioned and completed and funds transferred to beneficiaries can be seen at the programme website at www.pmayg.nic.in---->AwaasSoft---->Reports---->Houses progress against the target financial year. The State-wise (including Maharashtra) details of number and percentage of houses completed in the country since financial year 2018-19 to current year along with the details of central funds released and utilized (including State Share) is given in Annexure-II.

(c) In order to achieve the target of “Housing for All” in rural areas, PMAY-G is being implemented with effect from 1st April, 2016 to provide assistance to eligible rural households with overall target to construct 2.95 crore pucca houses with basic amenities by March, 2024. Under PMAY-G, a total target of 2.62 crore houses (approx.) has already been allocated to the States/UTs, till current FY 2021-22, out of which 2.28 crore houses have been sanctioned and 1.75 crore houses have been completed as on 09.03.2022. (d) The total number of houses sanctioned to the beneficiaries and completed during the last four years i.e. FY 2017-18 to 2020-21 State-wise including Gujarat, district-wise is given in Annexure-III.

(e) to (g) During the period of Covid-19 pandemic induced nation-wide lockdown, all construction activities including construction of houses under PMAY-G were also affected. Besides, the delays are also due to delay in release of Central & State Share from State Treasury to State Nodal Account of PMAY-G, cases of unwillingness of beneficiaries, permanent migration, disputed succession of deceased beneficiaries, delay in allotment of land to landless beneficiaries by the States/UTs and at times General/Assembly/Panchayat elections, unavailability of building materials.

The Ministry is taking the following initiatives to ensure timely completion of the houses under PMAY-G:

i. Regular review of progress at the level of Ministry to ensure timely completion of targeted houses.

ii. Launch of PMAY-G Dashboard for monitoring and supervision of the scheme by the functionaries at various levels.

iii. Timely allocation of targets to the States/UTs and release of adequate funds at the level of the Ministry.

iv. Regular follow ups with the State to ensure release of central and state share of funds and provision of land to landless beneficiaries in rural areas.
