Question : Imprest System in Government Hospitals

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) the details of the imprest money available at the disposal of the competent authority in Central Government Hospitals in Delhi, particularly Kalawati Saran Children’s Hospital during each of the last three years and the current year;

(b) whether the said competent authorities have utilized the imprest money during the said period and if so, the details thereof and if not, the reasons therefor;

(c) whether the mortality rate has increased in the said hospitals during the said period in the absence of adequate supply of medicines and if so, the details thereof;

(d) the number of deaths reported from the said hospitals during the said period, hospital-wise; and

(e) the corrective steps taken/being taken by the Government to ensure availability of medicines and proper utilization of imprest money in the said hospitals?

(a): The details of the imprest money available with competent authority during each of last three years and current year in respect of Central Government hospitals in Delhi viz. Safdarjung Hospital (SJH), Dr. RML Hospital (RMLH), Smt. Sucheta Kriplani Hospital (SSKH) and Kalawati Saran Children Hospital (KSCH) are given below:

SJH The imprest money is issued to Head of Departments of various departments to meet the emergency expenditure as per their requirement and adjust within stipulated time on routine basis.

(c): No death has been reported due to non-availability of life saving/essential medicines in these hospitals.

(e): The steps taken by these hospitals in this regard include procurement of urgent lifesaving medicines from approved local chemist as and when required on requisition of treating doctors, procurement of medicines/drugs of the hospital formulary as per the laid down procedure, etc.
