(a) The Navodaya Vidyalaya Scheme provides for opening of one Jawahar Navodaya Vidyalaya (JNV) in each district of the country to provide good quality modern education to children predominantly from the rural areas. The salient features of the JNVs include inter-alia selection on the basis of an entrance test con- ducted by CBSE, provision for at least 75% seats for rural children, co-educa- tional residential schools providing free boarding and lodging to students, implementation of the three-language formula and inculcating values of national integration through inter-regional migration of students.
The opening of JNV is subject to a proposal made by the concerned State / UT Government offering 30 acres of suitable land, free of cost and sufficient temporary accommodation free of rent and other infrastructure like electricity, water etc., sufficient to accommodate 240 students and staff for 3-4 years till the Samiti constructs its own building at permanent site.
(b) There are no JNVs functioning without school buildings. Out of 589 functi- onal schools, 529 schools are running from permanent infrastructure developed by Navodaya Vidyalaya Samiti (NVS) and 60 schools are functioning from tempo- rary sites provided by State Governments. All these schools have been provided infrastructure facilities by NVS.
(c) to (f) During the last three years, construction of 11 school buildings have been sanctioned, all of which are at various stages of construction. The reasons for delay in completion of the construction work are mainly attributable to land disputes, availability of funds, prevailing local con- ditions etc. The details of the school buildings sanctioned during the last three years including funds sanctioned, released and utilised are as under:-
