Question : Relaxation to Rural Poors under Housing for All Scheme

(a) whether the Government has fixed any target for providing houses to all including rural homeless throughout the country;

(b) if so, the progress in allotment of houses to rural homeless, State/UT-wise;

(c) whether any relaxation is given to the rural poor living in hilly and desert areas of the country including western Rajasthan; and

(d) if so, the details thereof and if not, the reasons therefor?

(a) : To pursue the objective of ‘Housing for All by 2022’ as envisioned by the Government, the Union Cabinet approved re-structuring of the erstwhile rural housing scheme Indira Awaas Yojana (IAY) into Pradhan Mantri Awaas Yojana -Gramin (PMAY-G) under which it is proposed to construct one crore houses in three years from 2016-17 to 2018-19.

(b) : A statement indicating no. of houses allotted under PMAY-G State/UT-wise for the year 2016-17 is given in the Annexure-I.

(c) and (d) : The scheme provides for enhanced unit assistance of Rs. 1.30 lakh to the beneficiaries in hilly areas and difficult areas including IAP districts in place of Rs. 1.20 lakh in plain areas. The unskilled wage labour component from MGNREGS for the construction of PMAY-G house is 95 days in hilly, difficult areas including IAP districts instead of 90 days in plain areas.
