Question : Prevention of Crime

(a) the steps taken by the Government to prevent crime rates in the top three States viz. Assam, Odisha and Telangana as per NCRB data for 2017;

(b) whether it is a fact that as many as 1,149 rape cases, including 604 involving minors, were registered in Odisha in the first six months in 2019;

(c) if so, the steps taken by the Government to check the increasing crime rate in Odisha;

(d) whether the Government is likely to order CBI investigation in the mysterious death case of Village Level Workers (VLW) in Jajpur, Odisha; and

(e) if so, the details thereof and if not, the reasons therefor?

(a): ‘Police’ and ‘Public Order’ are State subjects under the Seventh Schedule to the Constitution of India and State Governments are responsible for prevention, detection, registration and investigation of crime and for prosecuting the criminals through their law enforcement agencies.
(b) & (c): The published reports of ‘Crime in India’ are available till the year 2018 only.
(d) & (e): It is for the State Government to decide whether investigation in a case is to be handed over to the CBI.
