Question : SAFETY CLEARANCE OF METRO RAIL PROJECTS



(a) whether the commissioning of some of the metro rail projects are pending due to delay in getting safety clearance;

(b) if so, the details thereof and the reasons for not taking timely decisions, projects-wise;

(c) whether the Government proposes to set up an independent safety certification agency for speedy safety clearance of metro rail projects;

(d) if so, the details thereof and the time by which it is likely to be set up and made functional; and

(e) the loss suffered by the Government due to the delay in commissioning of completed projects as well as in completing projects, project-wise?

(a) & (b) AS per the information provided by the Metro Rail Companies, the details of the sections of the metro rail projects awaiting safety clearance from Commissioner of Metro Rail Safety (CMRS), are as below:

Safety of passengers travelling in metro rail is paramount. The safety certification of metro rail projects is exhaustive and involves many tests and tiers/organizations each having their own internal processes.Safety clearance of Metro Rail Projects is granted by the CMRS after detailed examination and due diligence.

(c)&(d):Safety certification of Metro Rail Projects is done by the CMRS which is an independent agency under the administrative control of Ministry of Civil Aviation.

(e): Chennai Metro Rail Ltd. has informed that there has been no loss and Jaipur Metro Rail has informed they have not assessed the loss.
