Question : Workshop on e-NAM

(a) whether the Government has organised the first National Consultative Workshop on Strengthening Agri-Logistics in e-National Agriculture Market (e-NAM) recently and if so, the aims and objectives thereof;

(b) the total number of markets integrated on e-platform so far, State/UT-wise;

(c) the total number of farmers/traders registered on the e-platform so far along with the amount of trading that has already taken place;

(d) the number of mandis likely to be integrated in near future across the country, State/UT-wise;

(e) whether the Government has taken any steps to remove disparities between big and small farmers and provide the benefits of technology and various schemes to small and marginal farmers and if so, the details thereof; and

(f) the steps taken/being taken by the Government to make the technology reach the farmers to provide micro irrigation facilities to save water, usage of less chemical fertilizers, reduce input cost and provide remunerative MSP to the farmers?

(a): Yes Sir, National Consultative Workshop on Strengthening Agri-Logistics in e-National Agriculture Market (e-NAM) was organised on 21.01.2020. The aims and objectives of this Workshop are as under:

Agriculture logistics solutions for e-NAM viz challenges & innovation in Assaying, Grading, Sorting, Packaging, Warehousing and Transportation with respect to e-NAM to promote inter-mandi & inter-state trade and digitization of agri-logistic platform.

(b): So far, 585 wholesale regulated markets of 16 States and 02 Union Territories (UTs) have been integrated with e-NAM platform. The State-wise details of markets integrated with e-NAM is at Annexure-I.
(c): Till 31.01.2020, 1.66 crore farmers and 1.27 lakh traders have been registered on e-NAM platform. The agricultural produce trade with a value of Rs. Rs.93348.44 crore have so far been recorded on e-NAM platform.

(d): Additional 421 markets have been identified for integration with e-NAM platform. State-wise details of markets approved for integration with e-NAM platform is at Annexure-II.

(e) & (f): Government is implementing National Agriculture Market (e-NAM) scheme wherein online trading of Agriculture and horticulture commodities is done for transparent price discovery for farmers for their produce through competitive online bidding system. Under the scheme, small & marginal farmers have equal access on e-NAM platform for getting remunerative price for their produce.

The Government is implementing Pradhan Mantri Krishi Sinchayee Yojana (PMKSY). Per Drop More Crop component of PMKSY mainly focuses on enhancing water use efficiency at farm level through precision/micro irrigation (Drip and Sprinkler Irrigation). Besides promoting precision irrigation and better on-farm water management practices to optimize the use of available water resources, this component also supports micro level water storage or water conservation/management activities to supplement Micro Irrigation.

Under National Food Security Mission (NFSM) programme, assistance is provided for water carrying pipes, sprinkler sets and mobile rain gun to save the water and Bio-fertilizers use to less chemical fertilizers. Similarly, “Bringing Green Revolution to Eastern India (BGREI)”, a sub-scheme of RKVY is implemented in Eastern India under which assistance is provided for water carrying pipes to save water and Bio-fertilizers use to less chemical fertilizers.

The Government is encouraging the balanced use of fertilizer as per soil test recommendation and use of 100% water soluble fertilizer.

Further, the difference between the delivered cost of Fertilizers at farm gate and net market realization by the urea units given as subsidy to the Urea manufacture/importer by the Govt. of India. Accordingly, farmers getting Urea at affordable subsidized price. In respect of Phosphatic and Potassic (P&K) Fertilizers, the Government has implemented Nutrient Based Subsidy Policy under which a fixed amount of subsidy, decided on annual basis, is provided on subsidised P&K fertilizers depending on their nutrient content.
The Government is implementing an umbrella scheme of “Pradhan Mantri Annadata Aay Sanrakshan Abhiyan” (PM-AASHA) comprising Price Support Scheme (PSS), Price Deficiency Payment Scheme (PDPS), and pilot of Private Procurement and Stockiest Scheme (PPSS) to ensure Minimum Support Price (MSP) to the farmers.
