Question : IRREGULARITIES IN PROCUREMENT OF RAIL COACHES



(a) whether the Integral Coach Factory and Rail Coach Factories (RCF) in the country are able to meet the demand of Indian Railways;

(b) if so, the details thereof for the last three years and the current year, year-wise;

(c) whether the RCF at Rae Bareli has started operating at full capacity and if so, the details thereof for the said period along with the sanctioned and posted strength of total manpower, post-wise;

(d) whether the Railways are aware of the news item published in the print media on 6 November, 2014 regarding alleged irregularities in inviting tenders for procurement of rail coaches by inflating the demand and to suit a particular private company; and

(e) if so, the reaction of the Railways thereto along with the action taken in this regard?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF UNSTARRED QUESTION NO. 844 BY SHRI ADHALRAO PATIL SHIVAJIRAO, SHRI SHRIRANG APPA BARNE, SHRI DHARMENDRA YADAV AND SHRI ASADUDDIN OWAISI REGARDING IRREGULARITIES IN PROCUREMENT OF RAIL COACHES TO BE ANSWERED IN LOK SABHA ON 27.11.2014

(a) & (b) The production capacities of Indian Railways own Production Units namely, Integral Coach Factory/Chennai, Rail Coach Factory/Kapurthala and Rail Coach Factory/Rae Bareli, are not sufficient to meet the demand of coaches for Indian Railways at present. The details of their production capacities are as below:

The Rae Bareli factory is in the project stage. Therefore, production has been planned as per progress in commissioning of infrastructure and with assistance from Rail Coach Factory/Kapurthala. In addition to this, a new factory has been set up at Haldia, to furnish Diesel Electric Multiple Unit (DEMU) coaches. This factory commenced outturn in 2012-13 with 8 DEMU coaches. Thereafter 5 DEMU coaches were furnished in 2013-14 and nil so far in 2014-15.

(c) Rae Bareli coach factory is in the project stage and production has been planned to match the facilities commissioned in the premises. Outturn of coaches from RCF, Rae Bareli since starting of production has been as shown in answer to (a) & ( b) above.

The posts and positions in the factory are also made operational commensurate to the facilities commissioned. The sanctioned strength and on-roll position of staff of Rail Coach Factory, Raebareli at present is as under:

(d) & (e) Yes, Madam. However, the alleged irregularities are unsubstantiated and incorrect.

The 12th Five Year Plan envisaged a total requirement of 33066 coaches for Indian Railways during the plan period from 2012-13 to 2016-17, which was far greater than the production capacities of Production Units of Indian Railways and of M/s Bharat Earth Movers Limited (BEML) (a PSU under Ministry of Defence), put together. Therefore, in 2012-13, an open tender for procurement of 500 GS (General Second Class) coaches has been invited by Indian Railways. The eligibility criteria for bulk order against the tender was framed to include manufacturing experience and two year satisfactory performance of other similar or more complex coaches. Both private & public sector firms meeting these criteria could participate.
