(a) The template of the syllabus framed for introducing National Service Scheme (NSS) as an elective subject in Higher Education system is given at Annexure-A.
(b) & (c) Yes Madam. The template of the syllabus framed for elective subject for NSS has been approved by University Grants Commission (UGC) and the same has been notified by UGC vide D.O.No.F.1-7/2011 (CPP-II) dated 13th August, 2015 for implementation in Higher Education system from 2015-16 academic session. The copy of the notification is given at Annexure-B.
(d) & (e) Yes Madam. The Ministry of Human Resource Development (MHRD), as a part of the discussion held during the 62nd meeting of Central Advisory Board of Education (CABE), decided to consider making NSS as elective subject in Higher Education. Accordingly, a curriculum was drafted by the Ministry of Youth Affairs & Sports and was submitted to University Grants Commission (UGC) for vetting. A committee was then constituted by the Chairman, UGC to revisit the curriculum on NSS drafted by the Ministry of Youth Affairs & Sports. The Committee observed that the Course in its present form was incomplete and that the Course needed to be appropriately designed and completed. In the light of observations made by the Committee, five Zonal Workshops were organized through Association of Indian Universities (AIU) in the various Universities, where eminent scholars/educationist from the concerned fields were invited in order to develop the Course Curriculum. The details of the five zonal workshops conducted by AIU is given at Annexure-C. Subsequently, after taking into account all the recommendations of the previously held workshops, a consultation workshop was organized by Rajiv Gandhi National Institute of Youth Development (RGNIYD), Chandigarh Centre for finalizing the NSS curriculum. For this purpose, experts from the concerned fields were invited by the RGNIYD to look critically into the content of the curriculum. The finalized template of the NSS curriculum was then submitted by RGNIYD to this Ministry. Suggestions were also invited from Directorate of NSS, New Delhi a subordinate office under Ministry of Youth Affairs & Sports. A copy of the finalized template of NSS curriculum was presented before UGC for vetting. The template of NSS curriculum was approved and notified by UGC vide D.O.No.F.1-7/2011 (CPP-II) dated 13th August, 2015 for implementation in Higher Education system from 2015-16 academic session.
