(a) whether the Nuclear installations/complexes in the country are observing/implementing international safety standards with regard to maintenance of health records of the employees;

(b) if so, the details thereof;

(c) whether transparency is maintained in the maintenance of health records;

(e) if not, the reasons therefor?

(a)&(b) Yes, Sir. The nuclear installations/complexes in the country are observing international safety standards with regard to the maintenance of health records of the employees. The employees of the nuclear installations/complexes in the country are being medically examined under the Radiation Protection Rules, 1971, the Atomic Energy (Working of Mines, Minerals and Handling of Prescribed Substances) Rules, 1984 and the Atomic Energy (Factories) Rules, 1996. The said rules are framed under the Atomic Energy Act, 1962 and the Factories Act, 1948 and are as stringent as any international legislation in the field.

(c) Yes, Sir. A half yearly health report in the prescribed format & is sent to the Atomic Energy Regulatory Board(AERB) from each (d) unit of the Department of Atomic Energy (DAE) indicating the occupational health diseases, if any. The instances in which radiation doses exceed the limit for a particular period are published in the Annual Report of AERB. All instances of exposures exceeding the limit prescribed by AERB are also reviewed by an Apex Committee which consists of specialists in occupational health, medical physics, health physics, radiological protection, radiation oncology, diagnostic radiology, personnel management and industrial relations. Some members of the Committee are from institutions outside the Department of Atomic Energy.
