Question : ALLOCATION OF KEROSENE TO STATES



(a) whether kerosene is allocated to States by the Government on the basis of per Capita consumption every month;

(b) if so, the details thereof;

(c) the details of kerosene allocated to various states every month in the year 2004-2005;

(d) whether the allocation of kerosene to many States has been reduced by central Government during the last 3 years;

(e) if so, the name of the States and the reasons for reduced allocation;

(f) whether Kerala has requested for enhancing the allotment of kerosene; and

(g) if so, the action taken by the Union Government in this regard?

(a)&(b) : No, Sir. Kerosene allocation to various States/Union Territories is made as per the allocation policy which involves several factors including past allocations and domestic LPG connections released in the respective States every year.

(c) : PDS Kerosene is allocated to the States/Union Territories on a quarterly basis. Details of the allocations made during the 1st, 2nd and 3rd quarters of the year 2004-05 are given in the annexe.

(d)&(e) : Yes, Sir. Kerosene Allocation has been reduced taking into account the number of new LPG connections released during the year in each of the States since both LPG and SKO are subsidized products and substitutable for cooking purposes.

(f)&(g) : Yes, Sir. Similar requests for increase of SKO allocation have been received from various State Governments/Union Territories. A holistic view is required to be taken in the matter.
