Question : Setting up of New Universities

(a) whether the Government has received any proposals from the States including Uttarakhand for setting up of new universities;
(b) if so, the details thereof, State-wise;
(c) whether the Government has approved the said proposals and as a follow up action, proposes to set up new universities including central universities during the 12th Five Year Plan; and
(d) if so, the details thereof and if not, the reasons therefor?

(a) & (b): Yes, Madam.
Sixteen proposals for creation of universities by upgradation of autonomous colleges and thirty proposals for creation of Universities by clustering of colleges have been received from various states under the Centrally Sponsored Scheme of Rashtriya Uchchatar Shiksha Abhiyan (RUSA). The state-wise details are annexed. No proposal has been received from Uttarakhand as is evident from the Annexure.
(c) & (d): Yes, Madam. Based on the programmatic norms, the Government has so far approved seven proposals for creation of new universities under RUSA of which two are by upgrading autonomous colleges in the states of Odisha (1) and Madhya Pradesh (1) and five are by clustering of colleges in the states of Himachal Pradesh (1), Manipur (1), Jammu and Kashmir (2) and Odisha (1).
During the 12th Plan the physical targets approved for the component of “Creation of Universities by upgradation” is 45 and for and “Creation of Universities by Clustering of Colleges” is 35. The unit cost for each university set up under these components is Rs. 55 crores.
Under RUSA, proposals under various components including the two components for creation of universities by upgrading autonomous colleges and clustering of colleges, are received as part of the State Higher Educational Plan (SHEP) prepared by the concerned State government. The proposals are then considered by the Project Approval Board (PAB) which approves the proposals based on programmatic norms.
During the 12th Plan period, the Central Government has established one Central University namely, the Mahatma Gandhi Central University in the state of Bihar.
