Question : Accountability of Sports Federations

(a) whether the Government has taken steps to improve the genuinity and the accountability of various sports federations in India;
(b) if so, the details thereof and if not, the reasons therefor;
(c) whether there is any data which shows frauds/ misappropriations/ cheatings/deceptions committed by associations and federations and if so, the details thereof; and
(d) the total funds allocated by the Government to recognized sports federations since 2016-17, federation and year-wise?

(a) & (b) The National Sports Development Code of India (NSDCI) 2011 provides for transparency and accountability in the functioning of National Sports Federations (NSFs). NSDCI requires NSFs to follow healthy management practices, accountability, transparency, impartial and transparent selection procedures, age and tenure restrictions of office bearers, basic universal principles of good governance in sports, proper accounting procedures, prevention of age fraud & sexual harassment of women, and holding of elections
as per model guidelines. NSFs are required to submit Utilization Certificates for the grants received from the Government. Accounts of the NSFs receiving grant of more than Rs. 1.00 crore in a year are subject to audit by the Comptroller & Auditor General of India.

(c) No such data is maintained by the Ministry which shows frauds/misappropriations/cheatings/deceptions committed by associations and federations.

(d) Budget allocation is made for different sports disciplines in consultation with the concerned National Sports Federation. The information is at Annexure.
