Question : Natural Gas Reserve

(a) whether some public/private sector companies including Oil and Natural Gas Corporation Limited (ONGC) and Oil India Limited (OIL) have found some oil and natural gas reserves in western part of Rajasthan, Himalayas, North and South fields of Mumabi High in the Arabian Sea and Southern States including Karnataka and Madhya Pradesh.
(b) if so, the details thereof along with the expenditure incurred thereon and the time by which the production is likely to be started, company/oil fields-wise;
(c) the details of investment plan chalked out by ONGC/other companies for developing new oil discoveries in the county to maintain production levels from the basin for a longer time, oil fields/blocks/company-wise;
(d) the details of onshore/offshore hydro-carbon reserves of crude oil and natural gas along with the quantum of oil and natural gas reserves being explored by the public/private sector companies during the last three years and the current year oil fields/blocks/company-wise;
(e) whether the Government proposes to introduce open acreage system and plan to change the Formula for Production Sharing Contract at the next round of auction of oil and gas blocks under the New Exploration Licensing Policy (NELP) and if so, the details thereof; and
(f) whether the Government proposes tenth round of auctions for oil and gas blocks under the NELP and if so, the details thereof along with extent to which the domestic production is expected to increase ?

(a) & (b) Crude oil and natural gas reserves position as on 01.04.2015 in the State of Rajasthan, Western Offshore including Mumbai High, Andhra Pradesh, Tamil Nadu and Madhya Pradesh is given below:

In the state of Karnataka, no hydrocarbon reserves has been established yet. The details of expenditure of USD19854.89 million made in State of Rajasthan, Western Offshore, Andhra Pradesh and Madhya Pradesh under Production Sharing Contract regime are at Annexure-I.
In addition, ONGC and OIL have made an expenditure of about Rs 2,18,970 Crore and Rs. 375 Crore respectively in above mentioned States.

(c) The plan outlay of ONGC and OIL for 2015-16 is about Rs. 36,249 Crore and Rs.3917 Crore respectively. In addition estimated investment for 2015-16 by Private Joint Ventures companies is about US$ 4581 million.

(d) The details of hydrocarbon reserve accretion made during last three years are at Annexure-II.

(e) & (f): Open Acreage System is proposed to be implemented along with the Uniform Licensing Policy for award of oil and gas blocks under new contractual system and fiscal model. 52 exploration blocks have been identified for offer in next bidding round. Production of oil and gas from such blocks can be estimated only after completion of exploration activities in these blocks.
