Question : Strengthening of Irrigation System

(a) whether the Government is preparing any action plan to strengthen irrigation system;
(b) if so, the details thereof;
(c) whether the Government is preparing any action plan for irrigation system and proper utilisation of irrigation in rural and hilly areas of Madhya Pradesh; and
(d) if so, the details thereof?

(a) & (b) Water resources projects are planned, funded, executed and maintained by the State Governments themselves as per their own resources and priorities. In order to supplement the efforts of the State Governments, Government of India provides technical and financial assistance to encourage sustainable development and efficient management of water resources through various schemes and programmes such as Accelerated Irrigation Benefits Programme (AIBP) etc. under Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) as per the guidelines of scheme.
During 2016-17, ninety-nine (99) on-going Major/Medium irrigation projects under PMKSY-AIBP having ultimate irrigation potential of 76.03 lakh hectare at balance estimated cost of Rs.77595 crore (Central Assistance (CA) component of Rs.31342 crore) have been prioritized in consultation with States for completion in phases up to December, 2019 along with their Command Area Development & Water Management (CADWM) works. Funding mechanism through NABARD has also been approved by the Government for both Central and State share.

(c) & (d) Out of the 99 prioritised projects, 14 projects (and 7 phases) are in the State of Madhya Pradesh. Ultimate potential of these projects is 872.63 th. hectare. CADWM works in the above prioritized projects envisage enhanced utilization of irrigation systems being created through them. Under the CADWM scheme funds are provided for construction of field channels and for creation of irrigation for micro irrigation systems.

The prioritized projects of Madhya Pradesh envisage to cover Culturable Command Area (CCA) of 603.07 Th. hectare under CADWM programme.
