(a) to (d) Water resources projects are planned, funded, executed and maintained by the State Governments themselves as per their own resources and priorities. Role of Government of India is limited to being catalytic, providing technical support and, in some cases partial financial assistance in terms with the existing schemes being implemented by the Department of Water Resources .
All projects supported by Government of India in the water resources sector aim to improve water security in the state. Details of major projects are as follows:
Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) was launched during 2015-16 by the Central Government with an overarching vision to ensure access to some means of protective irrigation for all agricultural farms in the country, and to produce ‘per drop more crop’, with the following components, Accelerated Irrigation Benefits Programme (AIBP), Har Khet Ko Paani (HKKP)-Command Area Development & Water Management (CADWM), Surface Minor Irrigation (SMI) / Repair, Renovation & Restoration (RRR) of Water Bodies and Ground Water Irrigation in this Department.
During 2016-17, fourteen ongoing major & medium Irrigation projects (and 7 phases) under PMKSY – AIBP of Madhya Pradesh having balance estimated cost of Rs. 3404.21 crore as on 01.04.2016 have been prioritized. Out of these 14 projects (and 7 phase), AIBP works of 10 projects (and 3 phases) has been reported to be completed. Details of these projects are given at Annexure-I. Details of Central Assistance released under Command Area Development and Water Management (CADWM) component for 14 prioritized projects (and 7 phases) and Cultivable Command Area (CCA) for these projects in the State of Madhya Pradesh is given at Annexure-II.
The scheme of Surface Minor Irrigation (SMI) and Repair, Renovation and Restoration (RRR) of Water Bodies provides Central Assistance to States for creation and restoration of Irrigation Potential. Four Clusters of 276 SMI schemes in MP were included for the release of Central Assistance. So far, a total of Rs. 987.69 crore has been released as Central Assistance and total irrigation potential of 0.65 lakh-hectare has been achieved.. Under Repair, Renovation & Restoration (RRR) of Water Bodies schemes, cluster of 125 water bodies was included with a planned potential creation of 0.33 lakh-hectares. So far, Rs. 37.70 crore has been released as Central Assistance and total irrigation potential of 0.33 lakh-hectare has been achieved on the scheme.
Government of India with financial assistance from the World Bank implemented the Dam Rehabilitation and Improvement Project (DRIP) during April 2012 to March 2021, with rehabilitation of 223 dams located in 7 States. Under this scheme 25 nos. of dams of Madhya Pradesh have been rehabilitated. The list of these projects is given in Annexure-III. Presently DRIP Phase II and Phase III Scheme envisages rehabilitation of 736 dams located in 19 States with the budget outlay of Rs 10,211 crore. The Scheme is of 10 years duration. Under this scheme, Madhya Pradesh has proposed 26 numbers of projects for rehabilitation at an estimated cost of Rs. 186.00 crore. The list of Dams proposed under DRIP Phase-II and III in Madhya Pradesh is given in Annexure-IV.
Atal Bhujal Yojana (ATAL JAL) is being implemented in identified water stressed rural areas of seven States including Madhya Pradesh. The main focus of the scheme is on community participation and demand side interventions for sustainable ground water management. The scheme is being implemented in 9 Blocks and 672 Gram Panchayats of 6 districts viz., Chhatarpur, Sagar, Tikamgarh, Damoh, Panna and Niwari of Madhya Pradesh.
The Government of India has approved the implementation of Ken-Betwa Link Project on 8th December, 2021 with an estimated cost of Rs. 44,605 crore with central support of Rs. 39,317 crore. Apart from Daudhan Dam, Ken-Betwa link canal and its appurtenant works, the project also includes three more projects of Madhya Pradesh i.e. Lower Orr, Kotha Barrage and Bina Complex Multipurpose Project.
The total annual irrigation by Ken-Betwa Link Project is estimated to be 10.62 lakh ha out of which 8.11 lakh ha lies in Chhattarpur, Tikamgarh, Panna, Damoh, Vidisha, Sagar, Datia, Raisan and Shivpuri districts of Madhya Pradesh and 2.51 lakh ha. in Uttar Pradesh. The link project will also provide domestic water supply for 62 lakh population covering 41 lakh population in Madhya Pradesh. The project is estimated to generate 103 MW of Hydro and 27 MW of Solar power in addition to the above said benefits to Madhya Pradesh.
