STATEMENT IN REPLY TO LOK SABHA STARRED QUESTION NO. *448 FOR ANSWER ON 27.03.2018 REGARDING “UPGRADATION OF POLICE STATIONS”.

(a) ‘Police’ and ‘Public Order’ are State subjects. However, to supplement the efforts of the States for equipping and modernizing of their police forces, under the scheme of Modernisation of Police Forces(MPF), the States have been provided central assistance for acquisition of latest weaponry, training gadgets, advanced communication and forensic equipment etc. as per the proposals formulated by the State Governments in accordance with their strategic priorities and requirements. The scheme has been continued for the period from 2017-18 to 2019-20 with the new name ‘Assistance to States for Modernisation of Police’. The total funds allocated and utilized under ‘Non-Plan’ category of the Modernisation of Police Forces Scheme for various acquisitions including upgradation of police stations during each of the last three years and the current year are as below:

(b): Up to the year 2016-17, funds under ‘Non-Plan’ category of the Modernisation of Police Force Scheme was meant for acquisitions other than the construction activities. Funds for construction activities were released under ‘Plan’ category during 2013-14 and 2014-15. Thereafter, funding under ‘Plan’ category was discontinued, since as per recommendations of 14th Finance Commission devolution to States from central taxes increased from 32% to 42% and States were required to allocate more funds for construction activities. During the years 2013-14 and 2014-15, funds were released for construction of police station buildings, barracks for constables, scientific interrogation rooms, rest rooms for female police personnel etc. The funds released and utilised under ‘Plan’ category, i.e., for various construction activities, including provision of housing to gazetted officers, upper subordinates and lower subordinates under Modernisation of Police Force Scheme are as below:
