Question : Development of Beach Tourism

(a) whether the Government has any scheme to implement plans to improve beach tourism in the country keeping in view the vast coastline of about 7500 kms;
(b) if so, the details thereof along with the outcome of such schemes;
(c) whether the Government has laid down any guidelines or policy regarding promotion of beach tourism; and
(d) the steps taken by the Government to ensure improve the quality of the beaches in terms of cleanliness?

(a) to (c): Development and promotion of tourism including development of seashores and sea beaches is primarily undertaken by the State Govts/UT Administrations. However, Ministry of Tourism provides Central Financial Assistances for development of tourism infrastructure in the country under its various schemes.

The Ministry of Tourism has launched the Swadesh Darshan Scheme for Integrated Development of theme-based Tourist Circuits for development of tourism infrastructure in the country. The Coastal Circuit which includes sea beaches and seashores, is one of thematic circuits identified for development under this scheme. The list of Sanctioned projects is given at annexure.
Further, the Ministry of Tourism under the Assistance to Central Agencies Scheme has sanctioned projects in Maharashtra, the details of which are also annexed.

The projects are identified in consultation with the State Govts /UT Administrations and sanctioned subject to availability of funds, submission of suitable detailed project reports, adherence of scheme guidelines and utilization of funds released earlier.

(d): Considering the importance of environmental conditions and cleanliness of the surroundings (premises) at Tourist sites so as to create awareness Ministry of Tourism has framed its “Swachhta Action Plan” (SAP) involving awareness activities on cleanliness among tourists, school/college students, and stake-holders at tourist centres including beaches, pilgrimage centers and famous archaeological monuments”.
