Question : MISUSE OF PAN CARD



(a) whether the Union Govemmeot has plans to curb misuse of PAN Cards as repented in the `Times of India` dated July 5, 2006;

(b) if so, the details thereof ;

(c) whether the Governmeot bas conducted any sarvey about the growing number of PAN Card holden;

(d) if so, the details thereof; and

(e) if not, the reasons therefore?

(a) & (b): Yes, Sir. The Income To. Department is eumining the possibility of usiD3 biometric features in the PAN system to ensure security of PAN and its uniqueneess in relation to a person.

(c)to(e): The Govemmet has Dot carried out any survey into the growing number of PAN Card holderThe growth in the Dumber of PAN card holden is due to varioun fadon, including compulsory quotiag of PAN ia aD statemenu and returns filed by all income tax return filers, in all challans for payment of direct taxes, in specified high value transactions and its use as a Common Business Number (CBN) by other government depatments such as Customs and Central Ex- Service Tex, Directorate Gerenal of Foreign Trade. RecentIy, SEBI has also mandated use a PAN for domat accounts.
