Question : Model Schools in Odisha

(a) the targets and achievements in setting up of Model Schools in the educationally backward Blocks in
various States/UTs including Odisha during the last three years along with reasons for shortfall;
(b) the number of proposals received from State Governments during the last two years for setting up such
schools along with the action taken thereon;
(c) the financial assistance provided for this purpose during the last two years and current year to the
States/UTs;
(d) whether Government will consider all the Model Schools, both recurring and non-recurring sanctioned
under EBB Scheme for providing financial assistance to the State Governments;
(e) whether Union Government is considering to give priority for setting up Model Schools from Class-I to
Class-V, in the country especially in Odisha; and
(f) whether adequate funds are available for regular maintenance and upgradation of this system in schools
already established including in the tribal belt of Odisha?

(a): The state component of Model School Scheme envisaged setting up of one Model School per Educationally
Backward Block (EBB). The scheme has been delinked from support of Government of India and transferred to
State Governments for appropriate action w.e.f. the year 2015-16 in the light of higher devolution of funds to States
as envisaged by the 14th Finance Commission. The status of Model Schools sanctioned and functional, state-wise
including Odisha, upto 31.03.2015 is at Annexure-I. Year-wise status of sanctioned and functional Model Schools
for the year (s) 2013-14 and 2014-15 is enclosed at Annexure-II.
(b) & (c) : The proposals for setting up of 381 Model Schools were received from States during the year
2014-15 and 163 model schools were sanctioned. A state-wise list of proposals received, schools sanctioned and
funds released for setting up of model schools in the year 2014-15 is enclosed at Annexure-III. As the Scheme was
delinked w.e.f. the year 2015-16, no funds have been released thereafter.
(d), (e) & (f): The Model School Scheme has been transferred to States for appropriate action w.e.f. the year
2015-16 in the light of higher devolution of funds to States as envisaged by the 14th Finance Commission.
