Question : NSSO Poverty Data

(a) whether according to the latest data of the National Sample Survey Organisation (NSSO), the income/poverty ratio in the country has receded;

(b) if so, the details thereof, State/UT-wise including that of Uttar Pradesh and the norms fixed for determining poverty in the country;

(c) whether data regarding decline in poverty in the country have also been released in the Millennium Development Goals Report-2016; and

(d) if so, the details thereof?

(a) and (b): Yes, Madam. The latest data on Household Consumer Expenditure has been collected by NSSO in its 68th round conducted during July, 2011-June, 2012. The Poverty line is defined on the basis of Monthly Per Capita Consumption Expenditure (MPCE) as the criterion. The State/UT-wise details of poverty line and poverty ratio in 2004-05 and 2011-12 are given in the Statements at Annexures I to III.

(c) and (d): Yes, Madam. The latest India Country Millennium Development Goals (MDG) monitoring report titled “Millennium Development Goals India Country Report 2015” has used the Poverty Head Count Ratio (PHCR) estimates released by the erstwhile Planning Commission. As per the report, the PHCR has declined from 45.3% in 1993-94 to 37.2% in 2004-05 and further to 21.9% in 2011-12.
