Question : Functioning of Blood Banks

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government has conducted any study to assess the number of blood banks required in the country;

(b) if so, the details thereof;

(c) the number of blood storage centres functioning as first referral units, Community Health Centres, Primary Health Centres, Secondary and Tertiary Health Centres;

(d) the details of blood and blood components released by these centres during the last three years; and

(e) whether these blood banks have assisted in improving healthcare service and reducing maternal and child mortality rate during the last three years, if so, the details thereof?

(a) &(b): No.

(c): The blood storage centres functioning at first referral units across the country are 1583 in number.

(d): No such data is maintained centrally by Ministry of Health and Family Welfare.

(e): As per the Sample Registration System data, Maternal Mortality Ratio (MMR) has been reduced during 2014 – 16 period, from 167 to 130 per live births and Infant Mortality Ratio (IMR) has reduced from 37 per 1000 live births in 2015 to 34 per 1000 live births in 2016. One important reason for this reduction is accessibility to safe blood at First Referral Units.
