(a) The details of the programmes and activities undertaken so far by the National Skill Development Agency (NSDA) are given at Annexure I.
(b) to (d) The Ministry of Skill Development & Entrepreneurship was set up in November 2014. The targets set for the Ministry, for skilling 39,02,700 persons during 2015-16, under its various programmes have been achieved. All skill development programmes are closely monitored and corrective action taken whenever required.
(e) NSDA provides a National Skill Qualifications Framework (NSQF) under which qualifications are approved. On the basis of these qualifications, candidates are certified after undergoing fresh/upskilling training through the various Skill Development programmes of the Government.
The NSDA, through the Labour Market Information System (LMIS) consolidates all available training programmes run by various Government of India Ministries/Departments and agencies on to one platform. This information is made available to the candidates through the National repository on Courses.
Annexure I (referred to in Part (a) of the Question)
PROGRAMMES AND ACTIVITIES UNDERTAKEN SO FAR BY THE NATIONAL SKILL DEVELOPMENT AGENCY (NSDA)
The details of key initiatives undertaken so far by the NSDA are as under:
1. Implementation of National Skill Qualification Framework (NSQF): NSQF is a quality assurance framework which integrates education and competency based skill framework nationally, to provide multiple pathways, horizontal as well as vertical, both within vocational education and vocational training and among vocational education, vocational training, general education and technical education, linking one level of learning to another higher level. NSDA has conducted NSQF orientation workshops in 22 states and UTs namely Odisha, Manipur, Tripura, Delhi, Andhra Pradesh, Kerala, Puducherry, Karnataka, Uttarakhand, West Bengal, Rajasthan, Tamil Nadu, Assam, Goa, Meghalaya, Punjab, Himachal Pradesh, Haryana, Nagaland, Mizoram and Daman & Dadar Nagar Havelli for aligning state level qualifications to the NSQF. States have started aligning their qualifications to NSQF.
2. NSQF implementation with Central Ministries: NSDA has initiated interaction with 10 central ministries namely M/o Textiles, M/o Commerce and Industry, M/o Tribal Affairs, M/o of Housing and Urban Poverty Alleviation, M/o Information Technology (IT) and Information Technology Enabled Services, M/o of New and Renewable Energy, M/o MSME and M/o Environment and Forest and M/o Chemical and Fertilizers to align their qualifications to NSQF. Three Ministries have started aligning their qualifications to NSQF.
3. Development of Qualification Register: A National Qualifications Register has been developed which is the repository of all approved qualifications with their corresponding NSQF levels. The register comprising of 1520 qualifications is online for public viewing at www.nqr.gov.in.
4. Development of Labour Market Information System: NSDA has developed National Labour Market Information System (LMIS) which will consolidate all available training programs run by various GoI Ministries/Departments and agencies on to one platform. This information will be made available to the candidate through the National repository on Courses. Information is available at www.lmis.gov.in
5. Capacity building of State Skill Development Missions: NSDA has engaged with Chandigarh (UT) regarding the development of UT specific skill plan and policy. Himachal Pradesh has notified its skill policy which was formulated with support from NSDA.
6. Policy inputs: NSDA provided policy level inputs to the Ministry of Skill Development on Recognition of Prior Learning, PMSDF, Skill India Act, Common Norms etc.
