Question : MISUTILISATION OF EXTERNAL AID



(a): whether World Bank provides financial assistance for the National and State highways and drinking water schemes;

(b): if so, whether there is any mechanism to ensure that the loan amount is utilised properly;

(c) whether any case of abuse or misutilisation of loan has come to the notice of the Government; and

(d) if so, the State-wise details thereof and the measures taken to check such malpractices?

THE MINISTER OF FINANCE AND COMPANY AFFAIRS (SHRI JASWANT SINGH):

(a): Yes Sir.

(b): The expenditures incurred out of the passed on/on-lent funds borrowed under the World Bank projects are duly audited by the Office of Comptroller & Auditor General of India and audit certificates are submitted to the World Bank at the end of every fiscal year. The projects are also periodically reviewed by Government of India and suitable directions are issued to the project implementing authorities to adhere the time schedule drawn by the Bank so as to utilize the funds in a timely and proper manner.
