Question : Establishment of Textile Park

(a) whether the Union Government has received any proposal from the Government of Assam to establish a Textile Park in Lakhimpur and Dibrugarh districts of Assam;

(b) if so, the details thereof and the action taken by the Union Government thereon; and

(c) the details of funds allocated and released to Assam under various schemes during each of the last three years and the current year?

(a) & (b) Ministry of Textile has been implementing Scheme for Integrated Textile Park (SITP) to promote textile manufacturing in Public Private Partnership mode. SITP is a demand driven scheme and projects are invited through open advertisement from group of entrepreneurs / industry associations and are processed as per guidelines of the scheme. The Ministry had received three proposals for setting up textile parks in Assam against the advertisement issued by it in June 2014 viz., proposal for ARTFED Integrated Textile Park at Dibrugarh, Prag Jyoti Textile Park at Darrang and Integrated Jute Park at Nagaon Districts of Assam. Out of above three proposals only Prag Jyoti Textile Park in Darrang could qualify on selection parameters. The Government has subsequently revised the selection criteria in November 2014 by giving additional weightage dto the State sponsored proposals/proposals of JVs of State Corporations in the selection process. However, revised proposal has not been received from the State Government so far.

(c): Government is implementing various schemes for the development and modernisation of Textile Industry in the country viz. Technology Upgradation Fund Scheme (TUFS), Scheme for Development of Technical Textiles, Schemes for the Development of the Powerloom Sector, Scheme for Integrated Textile Parks (SITP), Integrated Skill Development Scheme (ISDS), North East Region Textile Promotion Scheme, Schemes for Development of Silk and Sericulture sectors, Technology Mission on Technical Textiles (TMTT), Schemes for promoting the usage of Agrotextiles and Geotextiles. These schemes are applicable to all States including Assam and funds are allocated scheme-wise and not state-wise. The details of funds allocated and utilized in respect of schemes relating to various segments of the Textile Industry during last three years and the current financial year are given in Annexure- I
