(a) whether the Government have returned a number of schemes estimated to cost around
Rs. 1000 crore for proposed development of roads, power and tourism in Assam;
(b) if so, the details of these schemes, indicating their cost and the central aid sought
for each scheme; and
(c) the reasons for returning the same?

(a) to (c): In view of large number of schemes received from the State Governments for funding under Non-Lapsable Central Pool of Resources (NLCPR) in the North East and Sikkim, the Department requested the State Governments to submit projects, in order of priority, to be extended support under the Central Pool. In response, Government of Assam furnished a list of 200 projects for funding under NLCPR. Many of these proposals did not have Detailed Project Reports (DPR). Keeping in view the requirement of funds for on-going projects, absorption capacity of the State as witnessed in the past years and resource constraints under NLCPR during 2002-03, six projects worth Rs. 138.07 crore were retained for examination in the Department. Other proposals were returned to the State Government. Details are annexed. Besides these there were some other project proposals which did not figure in the Priority List and hence they were also returned to the State Government.
