(a): Government has adopted a multi-pronged strategy for overall development of tribal people across the country, which includes support for education, health, sanitation, water supply, skill development, livelihood etc. Major part of infrastructure development and provision of basic amenities in tribal areas/regions in the country is carried out through various schemes/programmes of concerned Central Ministries and the State Governments concerned, while the Ministry of Tribal Affairs provides additive to these initiatives by way of plugging critical gaps.A list of Schemes/programmes/interventions being administered by the the Government in the Ministry is at Annexure-I
(b) : Over the years, the Central and State Governments have been taking various initiatives for socio-economic upliftment of tribal population of the country. The efforts have brought out some improvements for tribals in terms of various indices relating to housing, sanitation, literacy, health, livelihood, clean drinking water etc. However, there is still a gap in the facilities available to Scheduled Tribes vis-à-vis other social groups as reflected in Census 2011:

(c) The statement showing allocation and expenditure in respect of the schemes / programmes implemented by the Government in Ministry of Tribal Affairs for the years 2013-14, 2014-15 and 2015-16 as at Annexure-II.
(d): The Ministry has issued “Operational Guidelines for Formulation, Implementation and Monitoring of Tribal Sub-Plan and Article 275(1) grants” in the month of March, 2014 for effective implementation of Schemes administered by this Ministry wherein issues related to allocation of funds, priority areas, need for nodal Department in States, judicious utilization of TSP fund, institutionalizing the instruments for ensuring transparency have been taken care of.
The following steps are taken to monitor the performance of the schemes/programmes administered by the Ministry:
(i) Utilization Certificates are insisted upon as a pre-requisite for further release of funds as per the norms of GFR.
(ii) Progress reports regarding the status of implementation of schemes are obtained.
(iii) Officers while visiting States/UTs also ascertain the progress of implementation of various schemes/ programmes of the Ministry of Tribal Affairs.
(iv) Meetings/ Conferences are convened at the Central level with State officials for ensuring timely submission of proposals, speeding up of implementation of the schemes/ programmes, and reviewing the physical and financial progress.
(e) & (f): No specific reports of irregularities / corruption / diversion of funds have been received under the schemes/programmes of the Ministry. The erstwhile Planning Commission has issued Guidelines for implementation of TSP by the States /UTs on 18th June 2014. The Guidelines stipulates for non-diversion of funds meant for tribal areas and comprehensive monitoring framework with well-defined indicators, covering provisioning, service delivery standards as well as outcomes. Under the provisions of “Operational Guidelines for Formulation, Implementation and Monitoring of Tribal Sub-Plan and Article 275(1) grants” issued by the Ministry in the month of March, 2014 a Project Appraisal Committee (PAC) consisting of Secretary (Tribal Affairs) as chairman with representatives of NITI Aayog, Financial Advisor and representatives of the State as members/invitees has been constituted for appraisal and approval of the proposals received from the States. This has helped in ensuring consultation with the States, convergence of various schemes of the Ministry, transparency in the process of appraisal and fund releases and ensuring optimal utilization of financial resources.
