Question : Railway Safety

(a) whether the Railways proposes to set up a massive safety fund to upgrade its infrastructure to improve safety standards and avoid accidents;

(b) if so, the details thereof;

(c) whether the Government has formed a Committee in this regard;

(d) if so, the details thereof along with the terms of reference of the Committee; and

(e) the time by which the Committee is likely to give its report?

(a) to (d) Yes, Madam. Ministry of Railways (Railway Board) has constituted a Committee for putting up the consolidated proposals for creation of a ‘Rashtriya Rail Sanraksha Kosh (RRSK) amounting to `1,10,237 Crores, consisting of Executive Director/Civil Engineering (Planning), Railway Board as Convener and Executive Directors of Finance Expenditure-I, Signal (Development), Electrical Energy Management, Mechanical Engineering (Project), Directorates of Railway Board as Members.

(e) The Committee is likely to submit report by 31st December, 2015.
