Question : Foodgrain Storage Capacity

(a) whether the Government has achieved its targets for creation of foodgrain storage capacity in the country and if so, the details thereof;
(b) the number and name of States which have surplus foodgrain storage capacity in excess of their requirement;
(c) whether the surplus storage capacity in Madhya Pradesh has led to a crisis in the State; and
(d) if so, the details thereof and the corrective steps taken in this regard?

(a) Storage capacities have been augmented across the country by using funds under Plan scheme as well as through Private Investors in Public Private Partnership (PPP) mode.
Under the Private Entrepreneur Guarantee (PEG) scheme, godowns are constructed through private investors and hired by Food Corporation of India (FCI) for a guaranteed period of 10 years. A capacity of 134.83 Lakh MT has already been constructed under this scheme.

Under Plan scheme, funds are being provided to FCI and State Governments for construction of godowns, specifically in the North Eastern Region and a few other states, where PPP mode was not found to be practical. As on 30th June 2016, a total capacity of 1.14 Lakh MT in North East and 0.20 Lakh MT in other than North East has been completed.
As on 30.06.2016, total 816.24 Lakh MT capacity (including State Government/Agencies capacity) is available for storage of Central Pool foodgrains against peak stock requirement of around 600 Lakh MT.
(b) to (d): Storage capacities are created by FCI and State Governments keeping in view the requirements of Public Distribution System (PDS) and foodgrains procurement for Central Pool Stock. The details of the storage capacity available in Madhya Pradesh as on 30.06.2016 are as under:-

Wheat procurement in Madhya Pradesh was 72.61 LMT in RMS 2015-16 and 39.90 LMT in RMS 2016-17 and Central Pool Stock were 89.09 LMT as on 30.06.2015 and 53.20 LMT as on 30.06.2016 respectively. The fall in procurement has resulted in under utilisation of storage capacity in Madhya Pradesh.
Government of India & FCI have taken up with Government of Madhya Pradesh about low utilisation of PEG & FCI godowns.
