(a) to (c): In pursuance to budget announcement for the year 2018-19, Ministry of Food Processing Industries (MoFPI) has launched a new Central Sector Scheme “Operation Greens – A scheme for integrated development of Tomato, Onion and Potato (TOP) value chain” with a budgetary allocation of Rs. 500 crore spread over 2018-19 and 2019-20 with allocation of Rs. 200 crore and Rs. 300 crore respectively. No separate State/UT- wise allocation has been made under the scheme. The salient features of the scheme are as under:-

• Enhancing value realisation of TOP farmers by targeted interventions to strengthen TOP production clusters and their Farmer Producer Organisations (FPOs), and linking/connecting them with the market.

• Price stabilisation for producers and consumers by proper production planning in the TOP clusters and introduction of dual use varieties through convergence with the scheme implemented by Mission for Integrated Development of Horticulture (MIDH) and State Governments.

• Reduction in post-harvest losses by creation of farm gate infrastructure, development of suitable agri-logistics, creation of appropriate storage capacity linking consumption centres.

• Increase in food processing capacities and value addition in TOP value chain by creating firm linkages with production clusters.

• Setting up of a market intelligence network to collect and collate real time data on demand and supply and price on regional and seasonal basis to moderate and check localised gluts of TOP crops.

(d): There is no fixed target set for short term price stabilization measures. However, Rs.50 crore has been earmarked during 2018-20 for this purpose. For setting up of integrated value chain infrastructure (long term measures), Rs. 450 crore has been earmarked as grant-in-aid during 2018-20.

(e): Eligible Project Components under Operation Green scheme are as under:

I. Price Stabilization measures (for short term)

i. Transportation of TOP Crops from production to storage;
ii. Hiring of appropriate storage facilities for TOP Crops;

II. Integrated value chain development projects (for long term)

For setting up of Integrated Value chain development projects, with the components such as:-

i. Capacity Building of FPOs & their consortium,
ii. Quality production (Nodal- MIDH),
iii. Post-harvest processing facilities (farm gate infrastructure, storage, collection centre/Pack house, sorting, grading and packaging facilities)
iv. Agri-Logistics,
v. Marketing / Consumption Points,

The grant-in-aid will be at the rate of 50% (70% for FPOs) of the eligible project cost in all areas, subject to maximum Rs. 50 crore per project.

(f): MoFPI has released an amount of Rs. 5 crore to NAFED as Grants-in-Aid General for disbursement of subsidy under price stabilization measures, namely 50% of cost of transportation of TOP crops and 50% of cost of hiring of appropriate storage facilities for TOP crops to the eligible organization under the scheme “Operation Greens”.

For Long term- Integrated value chain development project, advertisement for inviting proposals under the scheme have been issued by the Ministry.
