Question : Safety and Security in Petroleum Industry

(a) whether the Government accords top priority to safety, security and environmental aspects and continuously monitors and brings in changes in statutes, rules and regulations in order to enhance them at the petroleum installations from time-to-time at par with global standards and if so, the details thereof along with the steps being taken by the Government in this regard so far;
(b) whether the Government has conducted any study report about the safety and security and environment protection in petroleum and natural gas industry particularly in its various installations/plants/units and if so, the details thereof along with the steps being taken by the Government in this regard;
(c) the steps taken by the Government to review the rules and regulations govering the industry in a time-bound manner so that their standards are at par with international standards;
(d) whether the Government has analysed all the details received from the Public Sector Undertakings and Oil Industry Safety Directorate regarding the implementation of safety audit recommendations and ensured the compliance by each PSU; and
(e) if so, the details, thereof along with the details of funds allocation made in this regard during the last three years and the current year?

(a) Petroleum & Gas installations including petroleum wells/pipelines, refineries, marketing locations, etc., of Oil Public Sector Undertakings (PSUs) are provided with fire safety and security systems as per safety and security norms/standards set up by regulatory organisations like Oil Industry Safety Directorate (OISD), Petroleum Explosives and Safety Organisation (PESO) & Directorate General of Mines Safety (DGMS). Oil PSUs follow the statutory environment legislations. Pollution level are monitored and meet the statutory stipulations.
(b) Government constituted the M B Lal Committee to enquire into its causes, and the infrastructural and systemic improvements required to be implemented in all oil industry installations, based on the international best practices. Ministry conducts review meetings to monitor progress for expeditious implementation of the Committee recommendations.
(c) Safety audit of Oil and Gas installations are conducted by OISD. The shortcomings noticed during safety audits are communicated to the concerned organizations by OISD for rectification of the same. Simultaneously, the measures for improvement of safety are recommended for implementation in a time bound manner.
(d) The Safety Council, headed by Secretary Petroleum & Natural Gas, reviews the safety related issues, including safety audit reports, to ensure implementation of any recommendations arising from these reports.
