Question : OUTSTANDING DUES

(a) whether the Department of Telecommunications has to realise arrears from many companies;

(b) if so, the amount of arrears and company-wise details thereof, till date; and

(c) the efforts made by the Government to realise the arrears?

STATEMENT TO BE LAID ON THE TABLE OF LOK SABHA IN RESPECT OF PARTS (a) TO (c) OF LOK SABHA STARRED QUESTION NO. 51 FOR 17TH JULY, 2002 REGARDING OUTSTANDING DUES.

(a) Yes, Sir.

(b) Details are given in Annexure.

(c) Steps have been taken by the Government to recover the license fee dues by sending notices, encashment of Bank Guarantees, termination of licenses and also by initiating Arbitration proceedings. The Radio Paging licensees were also offered a migration package for clearance of dues, which could not materialize.

As regards the dues pertaining to spectrum charges, it has been decided that no new assignment of frequencies or SACFA (Standing Advisory Committee on Frequency Allocation) clearance for new sites will be issued for such defaulting companies. A penalty clause of interest with effect from 1.4.2002 has also been imposed for delayed payments.
