(a) the salient features of Panchayat Yuva Krida Aur Khel Abhiyaan (PYKKA) scheme;

(b) the number of sports competitions conducted and the number of sportspersons benefitted under the scheme during each of the last three years, State/UT-wise;

(c) the details of funds allocated/released by the Government against the proposals submitted by the various States for the development of play fields and organizing sports competition under the scheme during the said period, State-wise;

(d) whether the Government has received any complaints regarding non¬reimbursement of expenditure incurred by States; and

(e) if so, the details thereof and the action taken by the Government in this regard?

STATEMENT REFERRED JO IN REPLY TO PARTS (a) TO (e) OF THE LOK SABHA STARRED QUESTION NO. 559 FOR 05.05.2015 ASKED BY SHRI VIJAY KUMAR HANSDAK AND DR. RAVINDRA BABU, MPs REGARDING PYKKA SCHEME

(a) The Central Government was implementing the Panchayat Yuva Krida aur Khel Abhiyan (PYKKA) Scheme from 2008-09 to 2013-14. The PYKKA Scheme aimed at providing basic Sports Infrastructure and equipment at the village and block panchayat level and encouraging sports and games in rural areas through annual competitions at the block, district, state and national levels. The objective of PYKKA was to promote sport at the grassroots level and also deepen and widen seedbed of sporting talent. The programme was being implemented through State Governments as Centrally Sponsored Scheme (CSS) with one-time seed capital assistance and limited period recurring grant as Central grants-in-aid. The one-time seed capital grant was shared between the Central Government and State Governments on 75:25 ratio in respect of normal states and 90:10 ratio in respect of Special Category States, namely, all 7 North Eastern States and Sikkim, Uttarakhand, Himachal Pradesh and Jammu & Kashmir.

The PYKKA Scheme has since been revised and renamed as Rajiv Gandhi Khel Abhiyan (RGKA) and is being implemented with effect from 01.04.2014.

(b) Under PYKKA Scheme, Central assistance was being provided to States and UTs for conducting the following types of annual sports competitions:

i. Rural Sports Competitions at Block, District, State and National level;

ii. Women Sports Competitions at District, State and National level;

iii. North East Games at District, State and Inter-State level (amongst North Eastern States)

The total number of participants in the above competitions during 2012-13 and 2013-14, State/UT-wise, is given at Annexure-I. The PYKKA Scheme was not in operation during the year 2014-15.

(c) The details of funds released by the Government against the proposals submitted by various States and UTs for the development of play fields and organizing sports competition under the scheme during 2012-13 and 2013-14, State and UT-wise are given at Annexure - II and III.
