Question : UNFAIR PRACTICES IN SCHOOLS



(a) whether the Government has received reports of unfair practices adopted by private schools like charging capitation fees, refusing to admit children or making false claims through misleading adverti- sements etc.;

(b) if so, the details of cases so noticed, State- wise;

(c) the punitive action taken against such schools during the last three years;

(d) whether the Government proposes to introduce the legislation or frame rules/ guidelines in this regard and if so, the details thereof; and

(e) the time by which it is likely to be introduced?

(a) to (c) Education is a concurrent subject and majority of schools are within the purview of the State Governments. It is for the concerned State Governments to regulate unfair practices, including taking punitive action against such schools.

(d) & (e) The Central Advisory Board of Education (CABE), the highest advisory body to advise the Central and State Governments in the field of education has set up a Committee to draft legis- lation to prevent and prohibit adoption of unfair practices in school education sector.
