Question : Stampede-violence by Mob

(a) the details of incidents of stampede/ violence by mob at various religious places, Railway Stations and other public places reported in the country along with the persons killed/injured in such incidents during each of the last three years and the current year;

(b) whether the Government has conducted any enquiry in this regard, if so, the details and outcome thereof;

(c) the details of the financial assistance provided to the families of the victims of such stampedes/violence during the said period, State-wise; and

(d) the other steps taken/being taken by the Government to prevent such cases in future?

(a): Specific information with regard to stampede/ violence by mob at public places, including religious places, during the last three years is not available with National Crime Records Bureau. The details of incidents of stampede/ violence by mob at Railway Stations along with the persons killed/ injured in such incidents during the last three years is as under:

(b): As per the provisions of the Constitution, public order and police are State subjects. The State Governments concerned are primarily responsible for security and maintenance of law & order in public places including religious places and railway stations. They are required to conduct inquiry into the incidents of stampede and to take appropriate remedial action. In some cases, enquiries have been conducted by the Railways into incidents of stampede at railway stations.

(c) & (d): Relief, including financial assistance, to the injured and families of the deceased in incidents of stampede and mob violence are primarily provided by the State Governments.

The Government of India issues advisories to State Governments/UT administrations from time to time with regard to crowd management and security and safety of the people visiting religious places, railway stations and other public places. The Railway Protection Force supplements the measures taken by the State/ UT Police to ensure safety and security of passengers at railway stations.
