Question : Death of Security Personnel in Naxal Activities

(a) whether there are reports of naxal attacks on security forces during the month of March in Chhattisgarh resulting in deaths and injury of security personnel;

(b) if so, the details thereof along with the reasons for the said casualties; and

(c) the measures taken by the Government to check recurrence of such incidents?

(a) & (b): Yes, Madam. LWE attacks on security forces during the month of March 2016 resulted in the death of 13 security forces personnel in Chhattisgarh and injuries to 27 security forces personnel. These casualties of security forces personnel were due to encounters with Left Wing Extremists and IED blasts by them.

(c): ‘Police’ and ‘Public Order’ being State subjects, action with respect to maintenance of law and order lies primarily in the domain of the State Governments concerned. The Central Government has been pursuing a multi pronged strategy to tackle LWE insurgency – security related measures; development related interventions; ensuring rights and entitlements of local communities and public perception management. While on security front, the Central Governments assists the State Governments by providing Central Armed Police Forces (CAPFs) battalions, training, funds for modernization of State police force, equipment and arms, sharing of intelligence etc., on development side, the Central Government has taken various measures including construction of roads, strengthening of communications network, installation of mobile towers, improving network of banks, post offices, health and education facilities in LWE areas.
